River City Tattoo Company is Virginia’s premiere tattoo and piercing studio. Established in 2002 by master Piercer Jessica Simmons. RCT has always been on the forefront of the industry in standards of quality and cleanliness. Simmons was appointed by the Governor of Virginia to the Board for Barber’s and Cosmetology as the state representative for the tattooing and body piercing industry and now serves as an instructor for the Red Cross. In addition to overseeing the RCT piercing apprenticeship program, Jessica still pierces 4 days a week at our flagship Blvd location and serves on the board at Culture Works.
